Starting from 04 April 2026, the National Bank of Ukraine will ease FX restrictions in two areas.
First, the regulator will authorize the purchase of foreign currency for the purpose of accumulating funds for subsequent transfer to foreign medical facilities for treatment
The NBU has revised the current FX restrictions to create conditions as favorable as possible for conducting financial transactions by individuals raising funds to pay for treatment abroad.
In particular, an individual who needs treatment or their relative, or a charitable foundation that raises funds for the treatment of the individual is authorized, subject to specific conditions, to purchase foreign currency in order to accumulate it on an account with a Ukrainian bank until the full amount has been raised to settle payments with a medical facility abroad.
These changes will not have a significant impact on the Ukrainian FX market. As previously reported, the applicable currency laws allow individuals to purchase and transfer FX funds to pay for treatment in healthcare institutions abroad, as well as to cover additional expenses related to the treatment, without any limits on the amount. Previously, these laws did not permit individuals to purchase foreign currency for the purpose of accumulating it until the required amount had been raised in full.
Second, FX restrictions will be eased to ensure the implementation of the agreement on the establishment of the U.S.–Ukraine Reconstruction Investment Fund
The NBU has introduced appropriate conditions for conducting settlements in the hryvnia and foreign currency in Ukraine, as required for the operations of the U.S.–Ukraine Reconstruction Investment Fund, in accordance with the provisions of the agreement concluded between the Government of Ukraine and the Government of the United States of America.
The easing of FX restrictions was approved by NBU Board Resolution No. 35 On Amendments to NBU Board Resolution No. 18 dated 24 February 2022 dated 02 April 2026, which comes into force on 04 April 2026.
